Program Overview

The Rural Alberta Service Exchange Program (RASEP) is an Alberta Provincial initiative designed to address critical workforce shortages in rural Alberta by incentivizing skilled professionals to serve in underserved communities. This program offers full student loan forgiveness and a competitive living wage in exchange for a commitment to public service in designated rural areas. Participants will gain valuable work experience, contribute to community development, and receive financial freedom through loan forgiveness.

Eligibility Criteria

To qualify for the ASEP, applicants must meet the following requirements:

  • Education Requirements:
    • Hold a post-secondary degree, diploma, or certification relevant to an eligible profession (e.g., healthcare, education, social work, trades).
    • Must have student loans through a provincial or federal program.
  • Employment Commitment:
    • Commit to working full-time in a public service role in a designated rural area for a minimum of 4 years.
  • Residency:
    • Must be a Canadian citizen or permanent resident residing in Alberta.
  • Eligible Professions:
    • Healthcare: Doctors, nurses, nurse practitioners, pharmacists, mental health professionals, etc.
    • Education: Teachers, school counselors, special education specialists, etc.
    • Social Services: Social workers, youth advocates, case managers, etc.
    • Trades: Electricians, plumbers, civil engineers, carpenters, and other trades vital to infrastructure development.

Program Benefits

Participants in the ASEP will receive the following benefits:

  • Full Student Loan Forgiveness:
    • Upon successful completion of the 4-year commitment, 100% of the participant’s remaining student loan balance will be forgiven.
  • Living Wage:
    • A competitive salary aligned with Alberta’s cost of living standards, ensuring participants can comfortably support themselves and their families.
  • Relocation Assistance:
    • One-time relocation grants to help participants move to their designated rural community.
  • Professional Development:
    • Access to training opportunities, mentorship programs, and career advancement resources.
  • Community Integration Support:
    • Assistance with finding housing, schools, and community services to help participants integrate into their new community.

Program Structure

  • Application Process:
    • Applications are open year-round and can be submitted through the RASEP portal.
    • Applicants must provide proof of qualifications, a statement of intent, and references.
  • Placement:
    • Participants will be matched with public service roles based on their qualifications and the needs of rural communities.
  • Onboarding:
    • Orientation programs will familiarize participants with their roles, the community, and available support services.
  • Work Commitment:
    • Participants must fulfill a 4-year full-time service contract.
    • Periodic performance reviews will ensure alignment with community needs and program objectives.
  • Loan Forgiveness Timeline:

Loan forgiveness will be disbursed in four annual increments:

      • Year 1: 20% of remaining loan balance forgiven.
      • Year 2: 20% of remaining loan balance forgiven.
      • Year 3: 20% of remaining loan balance forgiven.
      • Year 4: Final 40% forgiven upon completion of the commitment.

Designated Rural Communities

Eligible service locations are small towns and rural municipalities across Alberta identified as high-priority areas. Examples include:

  • Northern Alberta: High Prairie, Peace River, Fort Vermilion
  • Central Alberta: Drayton Valley, Rocky Mountain House
  • Southern Alberta: Pincher Creek, Milk River

Participants are expected to:

  • Fulfill their roles professionally and align with community goals.
  • Engage with local residents to contribute positively to community life.
  • Provide feedback to help improve the program for future participants.
